Dismiss a non-blocking notification by id

/api/v1/{tenantId}/notifications/{notificationId}/dismiss
Removes the notification from the RevoCore-side recent buffer. Idempotent: dismissing an unknown id returns success. Does not resolve a blocking-recovery error, which keeps surfacing via the recovery-action flow, but marks its stored row dismissed, so its later recovery choice is not recorded on it.
Plugin API access: this operation accepts a plugin JWT (PluginBearer) for its own tenant.
